I also thought that it was broken at first. But it was not.

On my Windows 7 machine, I copied the PowerTab folder from the (unblocked) ZIP file to the Modules path as described in the documentation

At the PS command line:

Import-Module PowerTab -ArgumentList IsolatedStorage

Answer Y to each prompt (prompts only appear the first time you import the module)
Wait till it says "PowerTab Enabled: True"
For me, typing a few characters (for example Get) and then pressing TAB does not do anything.

However typing a standard verb plus a dash (for example Get-) will display the list of options.
Once the list is visible, you can
use the up/down arrows to scroll through the list and then ENTER to make a selection
or
type ESC to remove the list
or
type a few more characters and then TAB, to see the list of remaining options

hth :)
